Biometric Policing on Demand: ICE’s New Mobile App Sparks Privacy Alarms

Immigration and Customs Enforcement (ICE) has launched a controversial new tool called Mobile Fortify, a smartphone app that allows agents to perform real-time facial recognition and fingerprint scanning during field operations. Leaked internal emails and government reporting reveal that the app connects directly to powerful biometric databases including DHS’s IDENT and CBP’s Traveler Verification Service containing sensitive data on over 270 million individuals. Originally designed for use at borders and ports of entry, this technology is now being repurposed for domestic law enforcement, bringing high-powered surveillance to public streets, transit hubs, and even protests.

Civil liberties groups have raised serious concerns about the legality, accuracy, and oversight of this initiative. The Department of Homeland Security’s own inspector general warned earlier this year that ICE’s mobile devices often lack basic cybersecurity protections, with over 70% of them missing required security settings. Experts also note that facial recognition algorithms remain prone to misidentification particularly among people of color making erroneous arrests a real threat. Critics argue that Mobile Fortify enables warrantless biometric surveillance without judicial review or transparency, accelerating the rise of what some call a “stealth biometric state.” As ICE quietly expands this tool, privacy advocates are calling for immediate congressional oversight and legal safeguards to prevent unchecked surveillance on U.S. soil.
